Conditions of establishing a CAB

To establish the Citizen Advice Bureau and join our network:
the organisation should fulfil the following condition:

1. Exist in the region of NGO (association or foundation), which is ready to run and to provide for CAB

2. Win the support of local authorities for the idea of establishing CAB in the region and declaration of financial and / or specialist help

3. Find the premises that meet standards of CABs’ work.

4. Fin the competent person who will run the CAB and organise its personnel (employees and volunteers)

5. Prepare current data-base of local institution and organisations which can help to resolve problems of CABs’ clients

6. Organise the meeting with representatives of local authorities and members of the NGO that wants to establish CAB. At least one of the UCAB employees always takes part in the meeting. He reports in favour of local authorities and possibilities of financing CAB to the UCAB Board. He pay special attention to standard fulfilment by the potential CAB.

7. The UCAB Board makes the decision on signing (or not) the agreement with the organisation after aquatinting with the report on the visit. The agreement describes mutual rights and obligations.

8. Signing the agreement equals joining the network by organisation.

9. Newly established CAB begins to provide services after training the advisers in basic advisers’ skills
