Earlier in 1996 first Citizen Advice Bureaux were established modelled on their counterparts working in Great Britain for 60 years. In Great Britain CABs were established spontaneously in responses for social needs of the time of war. In Poland they were established due to economic and political changes of recent years as well as needs for civil society conscious of their rights.
